Despite the importance of digital community development, there are numerous challenges in preventing the growing cybercrime and reducing the amount of cybercrime. Despite emerging research in the field of cybercrime, there have been few studies on cybercrime. Since cybercrime is different according to the laws governing countries and their social and cultural contexts, so the need to develop a scale for measuring cybercrime in Iran with respect to the country's cyber law is quite clear that no research has been done so far.
In order to achieve the main goal of the research, firstly, by extracting examples of cybercrime from the country's cybercrime law and conducting regular meetings with experts in the field of research, the primary tool for cybercrime measurement has been developed. In the second stage of the research, a survey method was used to validate the developed instrument. At this stage, participants in the survey were Internet users in Qom province. The data were analyzed using factor analysis and Amos software. The results show four dimensions of social victimization, economic victimization, moral victimization, and political victimization.
